Seventh Meeting of SLAP Coordinators

 

The Standing Conference of Towns and Municipalities – Association of Towns and Municipalities (SCTM), organised on 1st and 2nd of April the Seventh Meeting of SLAP Coordinators, in Belgrade hotel “Srbija”.  The event was supported by the European Union through the EU Exchange 4 programme, managed by the SCTM.

The main objective of the meeting was to present the Law on  Amendments to the Law on Planning and Construction, with a special focus on changes concerning contents of planning and technical documentation.

In addition to the changes of the Law, presented were also information on introducing a system for electronic building permits, role of the Business Registers Agency, and the Training Plan of the National Agency for Regional Development. Representatives of the SCTM informed the participants about the results of impact analysis concerning strategic action plans under EU Exchange 4.

Meetings of SLAP Coordinators are also an opportunity to share news and the latest development concerning SLAP IS, as well as exchange experiences regarding development of local and regional infrastructure projects. SLAP Coordinator of the Municipality of Ivanjica presented their views on SLAP use for a more effective planning of local development.

Sixth Meeting of SLAP Coordinators

The Standing Conference of Towns and Municipalities (SCTM) organized on the 8th and 9th of October 2014 the Sixth Meeting of SLAP Coordinators, in “Kragujevac” hotel, in the City of Kragujevac. The organization of the event was supported by the European union, through the EU Exchange 4 program, managed by the SCTM.

The purpose of SLAP Coordinators’ meetings is to present key ongoing and future activities related to SLAP Information System, and allow the participants to exchange experiences and information relevant for developing local and regional infrastructure projects.

In cooperation with the representatives of the Ministry of Mining and Energy, four new sectors within the area of Energy were presented to SLAP coordinators (energy efficiency and renewable energy sources in the following sectors: District Heating, Water Supply, Public Lightning, and Public Buildings). Participants were also informed about links between SLAP IS and the processes of local strategic planning (action planning) and program budgeting, and how SLAP database can assist the municipalities in these activities. Also, key financing opportunities and sources of funding for municipal infrastructure in the upcoming period were presented and discussed.

SLAP trainings for local PUCs (SCTM/SCC)

Standing Conference of Towns and Municipalities, in cooperation with the Serbian Chamber of Commerce, is organizing a series of trainings for representatives of local public utility companies on using SLAP Information System and registering infrastructure projects.

Key objective of the trainings is to contribute to a better understanding of SLAP Information System in local public utility companies, and the trainings therefore include such topics as: presentation of SLAP questionnaires for specific sectors, steps in project preparation, overview of planning and technical documentation, and other themes important for for infrastructure projects development and registration in SLAP IS.

Two training events were held – 28th of May (Wastewater) and 19th of June (Water Supply). Third SLAP training is planned for September 2014.

Regional Training for SLAP Coordinators – March 2014

Standing Conference of Towns and Municipalities, in cooperation with the Municipal Infrastructure Support Programme (MISP IPA 2010), financed by the EU, is organizing on the 25th of March 2014 the third Regional Training for SLAP Coordinators. The event will be held in “Belgrade City” Hotel, in the City of Belgrade.

Regional trainings cover themes important for planning and preparation of municipal and inter-municipal infrastructure projects, including:

  • Overview and exchange of experiences regarding project planning and preparation, including required planning, technical documentation and permits;
  • Key elements of an (EU) Feasibility Study, enabling participants to properly interpret information and conclusions from this document;
  • Principles and main parameters of Cost-Benefit Analyses (CBA), including a practical exercise;
  • Informing participants about latest developments regarding SLAP IS, difficulties in project registration and identification of new projects to be entered into the database.

The training is primarily intended for SLAP coordinators officially appointed by mayors, as well as representatives of Regional Development Agencies.

Regional Training for SLAP Coordinators – February 2014

Standing Conference of Towns and Municipalities, in cooperation with the Municipal Infrastructure Support Programme (MISP IPA 2010), financed by the EU, organized on 4th of February 2014 the second of three Regional Trainings for SLAP Coordinators, to be implemented within the Programme. The event was held in “Novi Sad” Hotel in the City of Novi Sad.

Regional trainings cover themes important for planning and preparation of municipal and inter-municipal infrastructure projects, including:

  • Overview and exchange of experiences regarding project planning and preparation, including required planning, technical documentation and permits;
  • Key elements of an (EU) Feasibility Study, enabling participants to properly interpret information and conclusions from this document;
  • Principles and main parameters of Cost-Benefit Analyses (CBA), including a practical exercise;
  • Informing participants about latest developments regarding SLAP IS, difficulties in project registration and identification of new projects to be entered into the database.

Regional training in Novi Sad was attended by representatives of local self-governments, Standing Conference of Towns and Municipalities and the Ministry of Regional Development and Local Self-Government.

MISP IPA 2010 trainings for SLAP coordinators are planned to be continued in March 2014.
